The area devoted to this project is contiguous to the Marinai d’Italia Park, one of the few in Milan. Therefore, it should be natural to relate it with this green area, with a planning approach of an obvious interest.
On the contrary, the Council has apparently…. forgotten the Park, while imposing a parcellation agreed with a Developer, which leaves to the Library a marginal strip of ground.
Mazzucconi, taking the risk of being excluded from the competition, as it actually occurred, proposes a revision of such an agreement, which is obviously the result of making prevailing not only an economic point of view (which, incidentally, would be far better served by
 
such a revision) but a little minded bureaucracy and a town planning style of the 50’s, at the expenses of the city interests and its beauty.
The architect therefore proposes to develop the Library project on the entire Park front. The resulting building might have the shape of a lowered and reversed arch, which, by means of its reflection on a water basin, which is equally proposed, would produce a form-symbol of a great impact. On the other hand, the Park and the basin should be prolonged till the Library, as an underground tunnel would allow to avoid their separation by the Avenue.
